Dear Houghton Wan

In last month's newsletter I was wishing for affordable loan schemes to make the feed-in tariff accessible to all homeowners. This month brings a little progress on Pay As You Save (PAYS) schemes - but there's still a way to go before it hits the market.

We've seen a big surge in visitors to YouGen in the last month or two, and lots of new subscribers to the newsletter, so I'd like to extend a warm welcome to all our new readers. I hope regular readers will excuse me if I mention again our regular monthly opportunity to win an energy meter (do take advantage of it, if you haven't already). Our regular best of the blogs and tip of the month features aim to keep you up to date with what's new.

I'm sure we'll have some microgeneration evangelists among readers. If you're one, and you'd be happy to talk about the benefits of your renewable energy system, DECC is looking for volunteers to be in some short videos for the launch of the Feed-in Tariff.

A new type of loan scheme for renewables

Plans for a Pay As You Save (PAYS) scheme for renewable energy loans were launched last week by Ed Miliband, secretary of state for Energy and Climate Change. The aim is to make the more expensive energy efficiency and renewable energy solutions affordable for home owners, whether or not they have money to spend up front.

The idea is to introduce long term loans for energy efficiency measures or renewable energy installations, and pay them back out of the savings in energy bills which result. The loans will be attached to the house, not the borrower, and passed on to the new owner if the house is sold. 

But ... the announcement was about a change to financial regulations to allow it to happen, and that will need consultation. And then there's the learning from the five PAYS pilot projects to take into consideration. So don't hold your breath - it won't start until 2012 at the earliest. Although, from what I heard at Ecobuild, some installers will introduce finance options linked to the feed-in tariff.

We also encourage analysis and discussion. Matthew Rhodes didn't pull his punches in a call for three improvements to the feed-in tariffs. Do you think installers need to be MCS accredited? Or that the renewable heat incentive should be based on 'deemed' (or estimated) output? Do join the debate and add a comment. And while you're at it: what do you think about supermarkets entering the renewable energy market - would you buy a solar panel at Tesco? Will the Conservative Party's pledge to give equal feed-in tariffs to existing microgenerators change the way you vote?

Jeff B has installed a wood pellet boiler, solar thermal panels and a thermal store in his home. Thank you to him for this month's tip.

"Ensure that you use one person/company to do all the work rather than different people in a piecemeal fashion. Check what installations the proposed installer has actually installed and go and talk to their clients (if possible). I have an uneasy feeling that my installer has learnt a lot at my expense!"

The best tips are often just common sense, but it's always easier to see with hindsight. If you want to speak to someone who has installed renewable energy, YouGen has a community of people who are happy to share their experience. Use the Find a ...  tool to search for someone local.

The Department for Energy and Climate Change is making some short video case studies of individuals or groups who've had domestic renewable energy installations of solar PV, micro-hydro, wind, anaerobic digestion or microCHP technologies fitted. They hope to shoot the videos in the weeks of 15th and 22nd March (it will take about two hours). They will be used in DECC publicity and on the Act on CO2 website and Facebook page.
