New support for rural community enterprises announced
A campaign to help communities buck the trend of rural decline and revive village life by starting up new business ventures was launched by the Big Lottery Fund (BIG) yesterday (10 August 2011).
The UK-wide Village SOS Active campaign, which includes a £5million funding pot, will help communities to tackle the problems they face. Funding will be available to revitalise community-owned pubs, local food businesses or arts and heritage facilities amongst other things. BIG will also offer face-to-face advice to communities at a range of learning events across the UK, and a dedicated national advice line, run by rural community enterprise experts the Plunkett Foundation, where people can receive tailored advice on different aspects of setting up a community business.
Peter Couchman, Chief Executive of the Plunkett Foundation, said: “The closure of village shops and the boarding up of local pubs is an all too common story for rural communities across the UK. An estimated 400 village shops and 700 rural pubs closed in 2010; broadband provision in rural areas is still a long way behind urban areas, and soaring house prices due to second-home owners are leaving villages across the UK in a worrying state.
“But an increasing number of rural communities are fighting back against such closures by setting up and running their own enterprises. There are now 260 community-owned shops across the UK which have a 97% business success rate. Through Village SOS Active, we hope to continue to enthuse and inspire villages to build on this success and use the power of community-ownership to deliver long-term benefits to their community, by setting up and running anything from community cafes, shops, and pubs to library services, swimming pools or healthcare services.”
The campaign includes a prime time series on BBC1 following six villages supported to set up community enterprises by the Big Lottery Fund.

Youth sector needs to take social finance seriously, argues new report
A new report from the Young Foundation working as part of the Catalyst Consortium argues that social finance could offer breathing space for the voluntary and community youth sector, giving them greater freedom to innovate in their work with young people and focus on improving outcomes.
The findings of ‘Growing interest: Mapping the market for social finance in the youth sector’ are based on a survey of nearly 100 leaders in youth sector charities and social enterprises, as well as in-depth telephone interviews with four leading social investors, and 14 youth sector organisations.
About one in ten of the youth sector organisations surveyed identified themselves as ready for social investment at present and 20 per cent of organisations expect to receive up to five per cent of their income from social finance in three years, which could total up to £5 million.
The report argues for the creation of a dedicated social finance retailer for the youth sector which would offer a range of financial and non-financial products. It also warns that social finance alone is not a substitute for public sector or voluntary funding.
