Innovation projects bring food security in Himalayas

Himalayas, India: Growing enough food is not easy in Ladakh, a desert region high in the mountains of Jammu and Kashmir, India's most northern state. With farming possible only from April to August, this bare and cold Himalayan area struggles to feed its 300,000 people.

In the winter, temperatures drop to minus 45 degrees Celsius and most local residents, save the few who migrate to the lowlands, remain indoors, drinking copious cups of steaming, salty yak butter tea.

Until the 1960s, Ladakhis were self-sufficient, relying on a diet of barley, wheat and potatoes. But today there are more Indian army personnel deployed in the region, which lies on the India-China border. Ladakh's youth, meanwhile, are increasingly switching from backbreaking agriculture in the harsh terrain to more profitable jobs in the booming tourism industry.

Now almost three-quarters of the population depend on government-subsidised food for survival, as Ladakh's food production falls far short of local demand.

Projects now underway in Ladakh could reverse this negative trend. Spearheading the effort for sustainable food production are an unlikely mix of non-governmental organisations (NGOs), India's Defence Institute of High Altitude Research (DIHAR), and the local administration, the Ladakh Autonomous Hill Development Council (LAHDC).

But although their approaches differ, they illustrate how simple agricultural innovations may help overcome the gap between demand and supply in an inhospitable terrain.

Artificial glaciers provide water…

The most popular of the innovations is the 'artificial glacier' designed by civil engineer Chewang Norphel for the Leh Nutrition Project, which was set up in 1978, initially with the aim of providing water to farmers during the sowing season in April.

Irrigation in Ladakh depends on snow and glacial melt from the Himalayas, but the peak times for water availability do not coincide with farmers' needs. Norphel created an ingenious embankment system that collects and stores glacial melt on the sides of hills that are shadowed from the sun.

By the time the ice starts to melt in April, when it is planting time, the water is released to villages through a network of canals. Artificial glaciers collect and store glacial melt on the sides of hills that are shadowed from the sun.

As Norphel added: “Availability of irrigation water in early spring enables farmers to harvest two crops in a year, which was not possible earlier.” Today, nine artificial glaciers are in place, with four more scheduled for mid-2011.

But water and food security concerns are further complicated by the impact of climate change on glaciers. “80% of the farmers in Ladakh depend on snow and glacier melt water for irrigation,” said Norphel. “The glaciers are receding rapidly and winters are getting shorter and warmer. Whatever little snowfall there is melts away quickly.”

…with simple machines in play

For most of the NGOs active in the region, the key to self-sufficiency lies in keeping traditional knowledge alive and maintaining established structures of cooperative farming among widely scattered settlements. But they are also providing simple technologies such as mechanised threshers and hydraulic pumps.

The Ladakh Development Foundation, for example, focuses on providing mechanised, diesel-powered threshers to families that have traditionally used animals for the job, cutting the average post-harvest threshing time from 14 days to two.

Similarly, another NGO, the Ladakh Ecological Development Group, has installed 62 hydraulic ram pumps to lift water to higher slopes in the parched terrain.

In addition to technology, organisations such as the Women's Alliance of Ladakh conduct information and training sessions and foster networks among communities, encouraging organic, cooperative farming methods.

High-end research

Meanwhile, the Defence Institute of High Altitude Research (DIHAR), as its name suggests, is engaged in more sophisticated and costly research and development at its labs housed in a sprawling complex near Leh, the region's largest town.

DIHAR is researching a range of agriculture and animal husbandry technologies, including studying the genetic diversity of fruits and vegetables, changing breeding practices for sheep and goats and applying the abundant medicinal plants of the Himalayas for commercial use.

One simple but valuable output from DIHAR is a technique to store vegetables underground during the winter, giving them a much longer 'shelf life'.

DIHAR is researching a range of agriculture and animal husbandry technologies, including changing breeding practices for sheep.

Army comes first

DIHAR engages with local communities to some extent-holding training sessions, running festivals to provide information and working with LAHDC in some areas.

But its first priority is to feed the army-although there can also be considerable benefits for local people. For instance, greenhouse technologies have been given to local people so they can provide army personnel with fresh vegetables.

As DIHAR scientist, Om Prakash Chaurasia, says: “We have been able to supply 50% of soldiers' vegetables by working with local cooperatives and farmers.”

The benefits to Ladakh's farmers are not DIHAR's chief concern, but local communities now have improvements to traditional makeshift greenhouses that grow fresh vegetables during the winter.

DIHAR's greenhouses have three side walls built with mud bricks, a roof made of native willow and poplar logs, and the front covered by ultraviolet stabilised films that absorb large amounts of sunlight. During the night, thick straw mats are placed over the structure to retain heat.

But other DIHAR technologies have brought limited benefits to local communities. Take commercial packaging of products such as juices and jams from the seabuckthorn berry that grows widely in Ladakh. Today, a variety of seabuckthorn products are found in Indian cities. But local communities are involved only in the initial labour-intensive and least-profitable packaging operations.

And local farmers do not receive any money from the sale of the products, although Chaurasia points out that DIHAR generates local employment and “local cooperatives set the price which farmers are to receive per kilogram of seabuckthorn pulp.”

Ladakh Council shows leadership

Besides DIHAR and the NGOs, leadership and commitment from Ladakh Autonomous Hill Development Council (LAHDC) is essential to promoting self-sufficiency, and the organisation is also helping to roll out low-cost technologies to extend the growing season and increase yields.

For example, it is now giving a 50% subsidy to help farmers cover the $US2,000 cost of building community greenhouses that can grow plants all year. There are now 20 such greenhouses in Ladakh, with 20 more planned for this year.

LAHDC's agriculture and animal husbandry departments have extensive programmes to distribute high-yield seedlings and assist in the selective mating of cattle to improve breeds.
And LAHDC has also designated 8,000 hectares of land in Igophey-an uncultivated expanse on the banks of the Indus river, near Leh-for agricultural use.

An irrigation canal with a web of sub-channels is in place to supply water to the fields and the plan today is to provide plots of about half-a-hectare to families to farm, although bureaucratic obstacles still need to be overcome.

It is unclear whether such land division will result in sufficient yields. As Tsering Phuntsog, a district sheep husbandry officer at LAHDC, points out: “It is very labour-intensive work and finding labour is a big problem in Leh.”

Instead, leasing the area to local entrepreneurs to set up mechanised, commercial-scale operations may make the biggest dent in reducing Ladakh's massive food dependency.
“Mechanised agriculture must come with other improvements, such as a better public transport and distribution system,” added Phuntsog.

Today, a number of pressures are weighing heavily on Ladakh's fragile agricultural landscape, including increasingly less glacial and snow melt, a growing lack of interest in farming among young people and the continuing loss of arable land to tourism.

Reversing the trends will be difficult. But hope lies in the determination of some individuals and organisations to provide more sustainable and innovative agrarian approaches.

IDE Wins First Nestlé Creating Shared Value Prize

This week, Volans was a key player in the first Creating Shared Value Forum to be held in London. During the Forum, the first Nestlé Prize in Creating Shared Value was awarded to International Development Enterprises (IDE) Cambodia, for a rural development project which aims to increase the standard of living of Cambodian rural population by improving agricultural productivity and income. As a member of the Nestlé Creating Shared Value Advisory Board, I was one of the judges.

Since 2005, IDE Cambodia has trained a network of small rural entrepreneurs to become Farm Business Advisors (FBAs), selling a range of products and services to help small-scale farmers improve their farming techniques and income. Through this approach, farmers become more effective producers and marketers, thereby increasing their revenue. In turn, FBAs earn an additional income from selling their products and services at a profit.

IDE uses market-based approaches to increase the income of the rural poor by improving market access, increasing agricultural production and creating sustainable local businesses. Starting in 2005, IDE Cambodia developed a network of 60 independent small rural entrepreneurs in Cambodia. IDE Cambodia Country Director Mike Roberts said: “It is an honour to receive this recognition from Nestlé. The prize will help us further IDE’s mission to create income opportunities for poor rural households. We hope to leverage the Prize to reach more than 75,000 rural Cambodian households in the next few years. On a global scale, this is still very small but we think there are big implications in what we are learning.”

The Prize was created in 2009 to provide financial support of up to CHF 500,000 to individuals, NGOs or small enterprises who offer innovative solutions to nutritional deficiencies, access to clean water, or progress in rural development.

"I always knew that being a social entrepreneur would bring its rewards. A discrete phone call from the Social Enterprise Coalition offering to part pay for me to visit San Francisco to attend the World Social Enterprise Forum seemed just reward for all those years of toil. I could now hold my head up to all those “successful” commercial acquaintances – “I’m off to California – on business!”

A great time to be in San Francisco said the guide book, late April early May – sunshine. Well as ever the weather played havoc with the forecasts – it rained quite a bit. Also the Icelandic volcano did its best to stop us flying at all. But arrive we did, part of a delegation organized by CEiS to attend the conference and to visit various American social enterprises. Very exciting!

The conference apparently attracted delegates from 70 countries. The UK fielded the largest contingent of overseas delegates numbering almost 30.

Despite being billed as a World Forum the conference was very US orientated just like all its news services. There were a small number of presentations by social entrepreneurs from other countries. Apparently the best workshops were from English social entrepreneurs, one being Peter Holbrook, the new chief executive of the Social Enterprise Coalition. On the premise I had not flown thousands of miles to listen to people who talk to me all the time back home I went in search of the American and Global experience..." read more...

Social Entrepreneurs wanted for the UK’s most successful business growth & development programme

Following Uday Thakkar’s participation Cranfield Business School’s Business Growth Programme (see previous newsletter) Cranfield are now seeking more social entrepreneurs to participate in this unique business support programme for fast growth businesses.

Cranfield are looking for 5 ambitious social entrepreneurs to start on the programme commencing in September. The social entrepreneurs will have their fees subsidised.

Uday can vouch for the fact that he learned a lot, and that all of this has been applied back to improve Red Ochre and ultimately to our clients. The programme was intense but fun and meeting and exchanging ideas with fellow entrepreneurs exhilarating.

The new programme will have dedicated modules for social entrepreneurs.

Funding & Finance for Social Enterprise

   

Finance remains a major weakness for most potential and existing social enterprises. Understanding finance and financial management are necessary to demonstrate before attempting to raise funding. This workshop will review finance and financial management and how to use these skills to make funding applications and improve management decisions.

The workshop will also look at the different sources of funding available to social entrepreneurs including grant-making trust, government and lottery funding, as well as bank funding, social lenders and other new methods of funding.

This workshop has been specifically designed for the social enterprise sector and takes place on the 1st July, 2nd September, 16th November, and the 7th December.

Introduction to Social Enterprise & Legal Structures - 27th May

What is Social Enterprise? How do you become a social entrepreneur? Have you got what it takes? If you are starting to establish a Social Enterprise and are looking for a clear understanding of the concept, this workshop is for you. Uday Thakkar will help you explore the practicalities of starting a social enterprise, and learn about the social entrepreneur's journey with a forward looking prospective. You will acquire an understanding of the different legal structures available to social enterprise and become familiar with the management, governance and funding aspects of each.

Time: 10.00 - 16.00
Venue: The British Library Business & IP Centre
Price: £50 Inc VAT

What to do when in trouble - 8th June


This is a half day workshop for Directors, Senior Managers or Trustees of Third Sector organisations.

The workshop will look at issues that might cause problems to your organisation, from cash shortages, personnel problems, governance issues, disputes etc.

The workshop will examine ways to anticipate and prevent problems. It will also examine as to what to do if you need to take action to deal with problems, how to ensure compliance with the law and also how to limit your own exposure to liability.

The workshop is free and places are limited.

Preference will be given to participants from smaller organisations.

The workshop will be facilitated by Uday Thakkar, the Managing Director of Red Ochre, the leading Third Sector support organisation. Uday has had plenty of practical experience of helping many senior managers through organisational problems.

What have I been up to?  Well…

For the past two years… I have been managing Ready to Grow, our capacity-building and business support programme for BAME social entrepreneurs.  This is now our third and final year and we are delighted that so many of the ideas we are supporting have started trading and becoming more resilient and sustainable.   So far, we have worked with over 150 entrepreneurs, either through training or 1-1 support. This involves long hours and multiple challenges along the way, but the social entrepreneurs and the impact they have do make it all worthwhile. 

Over the last few months… I have managed the development of a business planning toolkit for social enterprise commissioned by Business Links in London. This included writing and editing lots of practical guides for social entrepreneurs and trying to share tips on all the steps that are involved in business planning.  We are delighted with the results and hope that you find it helpful. Yesterday… I was at HMP the Mount, a category C prison for adult males.  Red Ochre was invited to attend a Multi Racial Community Links Conference about raising the standards in service provision to offenders and ‘ex-offenders’ (although the use of this term was widely debated!). It was an eye-opening day where it was made clear that engaging further with Third Sector providers, especially those who can provide a culturally sensitive provision, was high on the agenda. Perhaps social enterprise can be a viable route to employment for some people who have been through the prison system?

Soon… I will be completing the thesis for my M.Sc. in Environmental Decision-making. I am currently researching the added value of social enterprises in environmental markets, investigating both the challenges they face and the success factors that make them competitive. I welcome any suggestions with regards to particular case studies or interesting developments in the field. Will mobile telephones become the new super highway to connect the poor to the financial grid? Africa has the world's fastest-growing mobile communications market with 350 million mobile phone subscriptions. Yet, only one in five households has access to financial services. New mobile-enabled services could push the frontiers of financial inclusion and be a win for the region's development agenda.

Last week's announcement in Kenya by Equity Bank, the largest microfinance provider in East Africa, and Safaricom, the largest provider of mobile-money transfers, may provide a glimpse into the future. New Social Innovation Conversation

Structures for Social Enterprise: Panel

From the perspective of founders and those in the field of social enterprise, panelists in this discussion share the unique aspects of operating through a broad array of structures including a nonprofit, a for-profit social enterprise, and a hybrid organization working toward a social return.

Kjerstin Erickson, who founded an NGO that works with African refugees, shares the traditional nonprofit story from bootstrapping to creating a sustainable model. Caryl Levine, cofounder with her husband of Lotus Foods, brings her vision of social and environmental consciousness to her products and company. Esther Kim, with her work at REDF, an organization that funds nonprofits through a venture philanthropy model, brings an intermediary perspective, providing a broad analysis of social enterprise.
